Dear Michael Ford,
are you using a window version or a Linux one?

To be sure that ESP-r reads your “active material” file you should
have a line something like that in your .cfg file:

*spf PCM.pcm

Where “PCM.pcm” is the name of the file you created with the active
material interface (saved in the same folder as you .cfg file).

This line (*spf …) should be normally placed after the line defining
the year (*year 2001).

Try to check your .cfg file!

Best regards

Francesco
