I think a comment at the top of common/rcdblist.F provides the answer:

"NOTE: currently up to 124 climate name references are supported. If
The climatelist file exceeds this the array name should be revised."

It's perhaps worth mentioning for clarity that the word "name" in that comment is literal.  There is indeed a local array called "name", declared with a length of 124.
