[esp-r] EPW climate/weather files and solar data timing

I understand that EnergyPlus (EPW) weather data considers that solar data is 
that over the past hour whereas ESP-r considers that the data is over the 
hour ±30 minutes.

Is this a correct understanding of the situation.

For the sunrise and sunset hours this can lead to odd results.

When the weather module imports an EPW file I imagine that it dosen't do the 
interpolations to correct for the difference in solar timing.
