[esp-r] weird phenomen

Hi all,

I have a control in my model that gives 20kW of heat power to zone1. The
temperature is asked to be between 16 and 18. However, he seems not to get
it. He keeps below, even without achieving the maximum heating power.

Can anyone suggest me how to solve that?

it is Jon's ESP-r for windows ..
