[esp-r] New type installer for users of Cygwin versions of ESP-r needs testing

I have created a new type of ESP-r installer for users who work with the Cygwin
version of ESP-r.  This runs as a standard Windows installer application (rather than
forcing you to work with a *.run file within Cygwin).  The process is thus similar to
that used by the Native Windows ESP-r installer.

The 2nd change is that the Installer includes a full set of instructions about 
how to setup Cygwin on your machine and full instructions on adapting
the Cygwin environment variables as well as the link_to script and sample
bash_profile.  At the end of the process it starts up Cygwin so you can carry
out the post-install tasks.

The 3rd change is that it installs both the X11 and GTK version of ESP-r
and provides instructions for how to switch between the two as required.
Some tasks are easier in GTK and some with X11 and the prior approach
only allowed you to have one on your machine. The approach also results
in a smaller installer because the libraries/databases/exeamplars are
shared.

The 4th change is that the documentation for pre-install and post install
are included so that you can reference them and the Italian and Korean
versions of the Cookbook are included.

I have tested this on a couple of machines - one which already had Cygwin ESP-r
on it and one clean machine.  Before releasing it would be great if others
can check it out and see if it works.  Feedback on the instructions will help
to clarify it.
