[esp-r] Insert Surface Function ESP-r 11.9 GCC4 version

Hello ESP-r Support Network,
It seems that the insert surface function has changed between the Native Windows
version ESP-r 11.8 GCC4 and ESP-r 11.9 GCC4 version.
While inserting a new surface into an existing surface the 11.9 version of ESP-r
has an origin offset limit of 0.025 m in the X and Z directions. Version 11.8
does not have this limit.
What is the reason for adding this feature? Is there a way to insert a new
surface into an existing surface with an origin (X , Y) offset of (0 , 0)? Or is
there a way to bypass this limitation? Also, it does not seem like the cancel
function works in this menu option.
