If using a lookup table is of no problem (matlab, octave, excel?, ...), you can 
use data - e.g. from:

http://de.wikipedia.org/wiki/S%C3%A4ttigung_(Physik)

and

http://en.wikipedia.org/wiki/Density_of_air

to lookup the maximum possible absolute humiditiy at the given temperature and 
from it calculate the relative humidity...
