[esp-r] what is the difference between network flow in Networks and Controls

Hi,
    In esp-r, there is network flow both in Networks and Controls.
Then what is the difference between network flow in Networks and Controls.
And what is occasion for each network flow. That is very confusing me.
I am looking forwards to your reply.
