The first guess would be that you have not set the environment variables.
This is described in the install notes.

Hi All,

I just installed Cygwin binary version of Esp-r.  I also installed Cygwin.
The Ep-r installation completed successfully.

However, when I type prj on the Cygwin command terminal the esp-r project
manger is not coming.

What is the problem?  Any insight to the problem?
