[esp-r] "control slope" and "switch off level"?

Dear ESP-r users,

there are "control slope = -0.0278" and "switch off level = 150%" in the example *.cgc file lodated in folder /opt/esru/esp-r/training/CG_ctl/daylit_coef/zone/. Do you know what "control slope" and "switch off level" mean?
