This error message is printed out if a control actuator does not match
the zone that it is used in.  An example if the actuator is defined to
interact with the 4th zone of a model but the control loop it is  
associated
with is associated with the 3rd zone of the model.

The corrective action is to re-assign the actuator location to point to
the correct zone.
