[esp-r] ESP-r V13.3.7 release

Hi All

ESP-r V13.3.7 is now available in the usual place:
https://www.strath.ac.uk/research/energysystemsresearchunit/applications/esp-r/. 


This has been posted earlier than planned because V13.3.6 introduced a 
bug that stopped the invocation of bps from prj (sorry about that).

Please see the update_notes file for details of the changes in this 
release. You may wish to use a tool such as meld to view and merge the 
pervasive changes (assuming that you work with source code and do not 
want to just take the entire release.).
