[esp-r] Update notification

Hi All

ESP-rV13.1.2 was posted today, which contains some trivial mods.

Please note that I am freezing the source code for the rest of this week 
to enable the implementation of a number of changes relating to network 
air flow and CFD model definition, visualisation and results reporting. 
I will let you know when the revised code is posted.
