The default for this range-based control (it is implemented both as a mass flow component controller
and a controller for zone operation files) is the nominal size of the flow component or the infiltration
rate that was set in the zone operation file.

there may be a gap in your definition. As far as I am aware, the controller uses the three temperatures "low", "mid" and "high" given (18.0, 22.0 and 27.0 in your case) to set up four control intervals: Tamb < "low", "low" < Tamb < "mid", "mid" < Tamb < "high" and "high" < Tamb. The set points given are used for the first, third and fourth intervals, I think. The second interval uses the "default" setting. Sorry to say, I do not recall how/where the default is defined. Are you set up to look at the source code? I have found that this is often the most straightforward path in understanding how the controls actually work. Sorry I can't give any more specific help.

Maybe somebody else from the list can help, here?
