yes, you can evaluate the difference in heating / cooling energy necessary with/without PCM. See for example this publication:

Dear all:
As I know, Esp-r is a simulation software which concerning about temperture, humidity, flux and so on. Whether it can calculate energy consumption especially power consumption of HVAC system? I perpared to simulation a room with/without PCM wallboard which heating by radiator to compare theenergy saving  effect of two kinds of rooms.
