not out-of-the-box, as far as I am aware. However, there is an "evaporative surface" model available (category "special materials") which would likely give a good starting point for an extension of ESP-r (such an extension would of course require having a model for what you need, additional data (snow, this could possibly be handled by the "temporal data file" structure) and compiling).
