[esp-r] Updated instructions for users and developers of ESP-r on Linux Ubuntu and Ubuntu on virtual machines

ESRU has quite a few questions about setting up Linux computers
as well as setting up virtual Linux computers on Windows machine.

Having setup several machines recently ESRU created a guide for those
who are thinking about setting up ESP-r on a computer.  You can find
