[esp-r] New beta version of native windows ESP-r needs testing

I created a beta Native Windows installer for ESP-r at version 11.6.3958

It includes additional documents and corrects some glitches that were
noticed in the last beta release (res would sometimes hang when
drawing graphs).

I have tested it out on a couple of Windows XP boxes and a Windows 2000
virtual machine but would like others to give it a try before we put it
on the download page.

Anyone who would be interested in testing this installer please
send an email to Jon Hand <jon at esru.strath.ac.uk> and I
will use an upload service to send it.
