[esp-r] Fix BaseSimp tag

Hello ESP-r users;

I am having a problem with BaseSimp. I know how to create the *.bsm file and how
to use it in my model by adding it whitin the *.cnn and *.cfg files. However,
when I want to go back to model GUI and resave the *.cfg file it deletes the
bsm tag which I had added to the *.cfg file.
Is there anyway to maintain it?
