Elaborating on Duncan's comments, Subversion is now used to manage ESP-r
source code. Subversion provides access to all recent and archived
versions of ESP-r (since version 11.1), including stable "releases" and
unstable "development copies". But you only need Subversion if you
intend to modify esp-r source code and contribute your changes back to
community. 

Ready-to-go installers are available on the ESRU website for 32-bit
Linux, Cygwin, OS-X and Microsoft Windows systems
(http://www.esru.strath.ac.uk/Downloads/downloads.htm). Using these
installers is the fastest way to get ESP-r a release version of ESP-r
up-and-running on your system.

Subversion is a package used for managing unstable development software,
you'd only want that if ESP-r uses the same system and you want to run
the development version. If that's what you want then type

sudo apt-get install subversion

and you'll be ready.
