ESP-r has a different history from DOE2.  Some users would note that  
there are simple approaches to defining environmental systems  
controls (e.g. ideal zone
controls) as well as the component based HVAC.

The latter has a rather daunting learning curve, but if the question  
you are asking needs component level details and simulation timesteps  
in the seconds rather
than minutes then the component based HVAC might be useful.
