If you already have an XPM file you just simply need to download and install 
one of the Windows image tools that can read or convert this file to another 
image format. 
From a quick search, I see there are many of them available for windows (some 
of them are free or free to try). Examples of free tools that I see are: 
"PixRev 1", "Open and Save Dialogs Toolkit 2.0", etc.
I have not tried any of them. 
You could search web sites such as the download.com
