[esp-r] found and corrected browse only when revisiting ESP-r models

A recent observation....

We have had a look at this issue and located a number of code issues
that caused the browse toggle to be incorrectly set.  The new code has
been tested on Linux boxes, Solaris boxes and Cygwin boxes for both X11
and GTK versions as well as the Native Windows GTK version.

The patches have been notified to the archivist and should
find their way into the next release.
